Now as more information comes to light, we have a better idea of the type of person Higgins is. Per the Daily Mail, they uncovered that Higgins, a US veteran, had a prior DUI charge in 2005 in the state of South Carolina. However the charges were dismissed when the arresting officer did not attend the court appearance and throwing out the charge.
A police officer's negligence nearly 20 years ago left a man clearly unable to abide by rules or basic morals, and it allowed him to tragically take the lives of two young men later on down the line. If there were some punishment or precedent set for Higgins, he may have thought twice about doing it again but tragically, it's a case of authorities not doing their job.
