Dougie Gilmour reveals truth behind controversial high-stick 'non-call' in 1993 Playoffs

Still burned into Maple Leafs fans memories, the non-call on Wayne Gretzky by referee Kerry Fraser in the 1993 Playoffs caused huge controversy for everyone.

But is Fraser truly the sole person to blame?
The person at the end of the high-stick Doug Gilmour thinks yes, but he isn't the only one fans should be upset with. According to Gilmour on the "Missin' Curfew" podcast, not only is Fraser at fault but the two linesman as well who could have easily also made a call; or consulted Fraser.
"It was just off the draw and he came up underneath. Kerry Fraser said it was a follow-through, but it wasn't. He came up underneath and hit me in the chin. You can't just blame Kerry on this. There's one referee out there, two linesmen. If the linesmen call it, it's a five-minute [penalty], game misconduct. Well, that would have been a riot in LA... I kind of blame the linesmen, too. Just say 'Kerry, say you saw it, give him a two-minute penalty and they're going to play four-on-four.'"
No doubt the officials wanted to keep the crowd at a civil level of rowdiness, and did not want to risk anything that could delay the game or cause any injury to players. But it doesn't excuse the referee and linesmen from not doing their job; if there is a clear violation, you call it.
Fraser has reiterated for years that he was not in a proper position to see the play and therefore had to rely on the opinions of the linesman; but they clearly missed it or blatantly ignored it. It's not for a lack of assistance either; the NHL adopted video replay in 1991 to aid officials in overturning or confirming the correct calls. Surely they could have blown the whistle, had a conference and taken a look then assessed that way.
But unfortunately for Gilmour and Maple Leafs fans, this wasn't the case and it turned the tide for the finale of the series which saw Los Angeles beating Toronto to earn their shot for the Stanley Cup against the Montreal Canadiens. At least we can have consolation now that any rage directed at Fraser can now be equally split between offending parties.
